Let’s differentiate between those evaluating the business intelligence tools and those implementing them. I think the end-consumers of the data analyses should be heavily involved in the needs assessment and the definition of requirements for business intelligence evaluation, while the IT folks should manage the implementation. However, my opinion is that handing it all to an IT-led “BI Center of Excellence” is probably not going to achieve the desired goals necessarily as promised. Your mileage may vary with that approach.
